The Daily Watchdog: April 17, 2009

A daily roundup of just-released investigative reports, drawn from oversight agencies, congressional committees, and government offices across Washington.

ENVIRONMENT: “Superfund: Greater EPA Enforcement and Reporting Are Needed to Enhance Cleanup at DOD Sites” (Government Accountability Office). Concludes “that EPA needs additional authority to ensure that cleanups [of contaminated Defense Department sites] are being done properly.”

TAX ADMINISTRATION: “Actions Are Needed to Ensure Proper Use of Individual Taxpayer Identification Numbers and to Verify or Limit Refundable Credit Claims” (Treasury Inspector General for Tax Administration). An ITIN is issued to an individual who must file a tax return but is not eligible to receive a Social Security Number. This report identifies existing problems in processing returns with ITINs, including erroneous refunds and wages reported by individuals apparently not eligible to work in the U.S.

DISABILITY PAYMENTS: “Follow-up on Disabled Title II Beneficiaries with Earnings Reported on the Master Earnings File” (Social Security Administration’s Inspector General).

SMALL BUSINESSES: “Small Business Administration’s Implementation of Administrative Provisions in the American Recovery and Reinvesment Act” (Government Accountability Office).

MARITIME SECURITY: “Vessel Tracking Systems Provide Key Information, but the Need for Duplicate Data Should Be Reviewed” (Government Accountability Office).

AGRICULTURE: “Farm Service Agency’s Reliance on the National Agricultural Statistics Service’s Published Peanut Prices” (Agriculture Department’s Inspector General).

GOVERNMENT PROCUREMENT: “Accuracy of the Social Security Administration’s Required Certification of Fiscal Year 2007 Procurement Data Submissions to Federal Procurement Data System – Next Generation” (Social Security Administration’s Inspector General).
