The Daily Watchdog: October 22, 2009

A daily roundup of just-released investigative reports, drawn from oversight agencies, congressional committees, and government offices across Washington.

FINANCIAL STABILIZATION: “Quarterly Report to Congress” (Special Inspector General for the Troubled Asset Relief Program). Concludes that TARP and related programs have been effective and “played a significant role in bringing the system back from the brink of collapse,” but resulted in financial costs, increased moral hazard, and damage to the government’s credibility.

HOMELAND SECURITY: “The Clock Is Ticking — A Progress Report on America’s Preparedness to Prevent Weapons of Mass Destruction Proliferation and Terrorism” (Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism). Reports on progress in implementing the Commission’s December 2008 recommendations and concludes in particular that the U.S. is still inadequately prepared to deal with bioterrorism threats.

2010 CENSUS: Efforts to Build an Accurate Address List Are Making Progress, but Face Software and Other Challenges” (Government Accountability Office). And see hearing on “The 2010 Census Master Address Files: Issues and Concerns” (House Oversight and Government Reform Committee, Subcommittee on Information Policy, Census, and National Archives).

CONSUMER PROTECTION: “Credit Cards: Fair Debt Collection Practices Act Could Better Reflect the Evolving Debt Collection Marketplace and Use of Technology” (Government Accountability Office).

TAX ADMINISTRATION: “Combat Zone Indicators on Taxpayer Accounts Are Frequently Inaccurate” (Treasury Inspector General for Tax Administration).

FOOD SAFETY: “Food Safety and Inspection Service Oversight of the Recall by Hallmark/Westland Meat Packaging Company” (Agriculture Department’s Inspector General).

AVIATION SECURITY: “Animal and Plant Health Inspection Service Controls Over Pilot Qualification and Suitability” (Agriculture Department’s Inspector General).

FINANCIAL CONTROLS: “U.S. Department of Agriculture: Internal Control Would Improve Accountability for Certain Centrally Provided (Greenbook) Programs” (Government Accountability Office).
