Found that in preliminary testing of new body armor plate designs, “the Army did not always follow established testing protocols and, as a result, did not achieve its intended test objective of determining as a basis for awarding contracts which designs met performance requirements.”

Finds that USNCB is often inaccurate, incomplete, and untimely in sharing Interpol information with U.S. law enforcement agencies. In addition, Interpol notices had not been issued for nearly half of federal law enforcement agencies’ “most wanted” fugitives.

MILITARY PERSONNEL: “Reserve Forces: Army Needs to Finalize an Implementation Plan and Funding Strategy for Sustaining an Operational Reserve Force” (Government Accountability Office). The Army National Guard and Army Reserve are now used for ongoing operations rather than as a strategic reserve, but this study reports that the Army has not finalized policies and budgetary requirements related to this transition.

GOVERNMENT PROCUREMENT: “DHS Contracts Awarded Through Other Than Full and Open Competition During Fiscal Year 2007” (Homeland Security Department’s Inspector General). Of 82 noncompetitive contracts reviewed, found that 70 lacked adequate documentation or justification or otherwise did not comply with procurement regulations. Similarly, 21 of 38 competitive contracts reviewed also were not awarded according to regulations.
