    A daily roundup of just-released investigative reports, drawn from oversight agencies, congressional committees, and government offices across Washington.

    ENVIRONMENT: “Congressionally Requested Inquiry into EPA’s Response to a Report of a Leaking Well in North Carolina and the National Response Center Hotline” (Environmental Protection Agency’s Inspector General). Reports that from October 2006 through April 2009, the EPA and other agencies may have failed to respond to more than a dozen calls reporting discharges of pollutants into the environment. After-hours calls were forwarded to the National Response Center, operated by the U.S. Coast Guard and open at all times. These particular calls went into a voice-mail system at the NRC and were not discovered until September 2009. Read more

    FINANCIAL STABILIZATION: “Guarantees and Contingent Payments in TARP and Related Programs” (TARP Congressional Oversight Panel). Calls for the Treasury Department to disclose more information about its guarantee programs, including why Citigroup and Bank of America, but not other banks, were selected for one of the programs.     FINANCIAL STABILIZATION: “Troubled Asset Relief Program: Continued Stewardship Needed as Treasury Develops Strategies for Monitoring and Divesting Financial Interests in Chrysler and GM” (Government Accountability Office). Concludes that the Treasury Department “is unlikely to recover the entirety of its investment in Chrysler or GM, given that the companies’ values would have to grow substantially above what they have been in the past.” Read more

    ENVIRONMENT: “EPA Needs a Better Strategy to Identify Violations of Section 404 of the Clean Water Act” (Environmental Protection Agency’s Inspector General). Reports that EPA lacks a systematic framework for identifying violations of and enforcing compliance with the Clean Water Act’s provisions regulating discharge of dredged or fill material into wetlands.     LAW ENFORCEMENT: “The Federal Bureau of Investigation's Foreign Language Translation Program” (Justice Department’s Inspector General). Finds that the FBI continues to have significant backlogs of audio and electronic files collected for counterterrorism, counterintelligence, and criminal investigations but not translated into English and reviewed for important information.     FINANCIAL STABILIZATION: “Quarterly Report to Congress” (Special Inspector General for the Troubled Asset Relief Program). Concludes that TARP and related programs have been effective and “played a significant role in bringing the system back from the brink of collapse,” but resulted in financial costs, increased moral hazard, and damage to the government’s credibility.     MILITARY: “Warfighter Support: Independent Expert Assessment of Army Body Armor Test Results and Procedures Needed Before Fielding” (Government Accountability Office). Found that in preliminary testing of new body armor plate designs, “the Army did not always follow established testing protocols and, as a result, did not achieve its intended test objective of determining as a basis for awarding contracts which designs met performance requirements.” Read more

Recommends that paid tax preparers be required to file returns electronically. Read more

    LAW ENFORCEMENT: “The United States National Central Bureau of INTERPOL, Audit Report” (Justice Department’s Inspector General). Finds that USNCB is often inaccurate, incomplete, and untimely in sharing Interpol information with U.S. law enforcement agencies. In addition, Interpol notices had not been issued for nearly half of federal law enforcement agencies’ “most wanted” fugitives. Read more

    MILITARY PERSONNEL: “Reserve Forces: Army Needs to Finalize an Implementation Plan and Funding Strategy for Sustaining an Operational Reserve Force” (Government Accountability Office). The Army National Guard and Army Reserve are now used for ongoing operations rather than as a strategic reserve, but this study reports that the Army has not finalized policies and budgetary requirements related to this transition.
