MISCONDUCT: “Administrative Investigation — Nepotism, Abuse of Authority, Misuse of Position, Improper Hiring, and Improperly Administered Awards, OI&T, Washington, DC” (Veterans Affairs Department’s Inspector General). An investigation substantiated allegations that Jennifer S. Duncan, former executive assistant to former Assistant Secretary Robert Howard, was improperly involved in hiring a relative and friends, and that another OI&T employee also misused his position by advocating for the hiring of a relative.

HOUSING: “HUD Subsidized an Estimated 2,094 to 3,046 Households That Included Lifetime Registered Sex Offenders” (Housing and Urban Development Department’s Inspector General). Although a federal statute makes certain dangerous sex offenders ineligible for federally subsidized housing, this report estimates that 2,094 to 3,046 were improperly admitted.

GOVERNMENT PROPERTY MANAGEMENT: “Virgin Islands Department of Education's Administration of Property Purchased with Federal Funds” (Education Department’s Inspector General). Although previous unsatisfactory performance by the Virgin Islands Department of Education led the Education Department to require that a third-party fiduciary administer federal grant funds, this report finds that the fiduciary “did not manage the property purchased by VIDE with Department funds in accordance with contract requirements.”

HEALTH CARE: “Prevalence and Qualifications of Nonphysicians Who Performed Medicare Physician Services” (Health and Human Services Department’s Inspector General). Examining 250 instances in which Medicare reimbursed physicians for more than 24 hours of services during a single day, this study found that half of the services were provided by nonphysicians (as is generally allowable) but that 21 percent of the nonphysician-provided services were performed by persons lacking appropriate qualifications.
