The Center for Public Integrity

Investigations Investigations

Post-9/11 U.S. foreign policy and military aid and assistance had a huge impact in nations around the world — and at home. This award-winning project includes 20 articles from four continents.

Key Findings:

  • In the post-9/11 era, counterterrorism has become the first priority of U.S. foreign policy. So much so, in fact, that the Center for Public Integrity found that military aid is being sent to foreign governments that have a history of human rights abuses, often with little or no oversight in how these funds were used.
  • By tracking military aid in the three years following the September 11, 2001, attacks, the Center noticed a huge jump in the amounts to Middle Eastern countries. After 9/11, $4.2 billion went to Pakistan and $2.7 billion went to each Jordan and Afghanistan. Before the terrorist attacks, the U.S. spent only $9 million in Pakistan, $980 million in Jordan, and $8 million in Afghanistan.
