A web of stealth organizations tied to a few political activists funded ballot initiatives in six Western states aimed at undermining zoning and environmental regulations — and the Center found many operating illegally.

Key Findings:

  • This Center for Public Integrity investigation examined ballot initiatives required property owners to be compensated for regulations that diminish the value of their holdings — and the web of stealth organizations funding them.
  • This 2006 project looked at the forces behind ballot initiatives in Arizona, California, Idaho, Montana, Nevada, and Washington and discovered that they shared something in common: The vast majority of their funding came from a series of interrelated organizations and committees all tied to the same few political activists—and that many of those organizations were operating illegally.
