Rational Group
The Rational Group is based in the Isle of Man, and is the parent company of PokerStars, the world's biggest online poker company. In 2012, PokerStars reached an agreement with the Justice Department to settle allegations of illegally processing billions in gambling transactions from U.S.-based players. A related criminal suit against Isai Scheinberg, the company's founder, remains open.
Interactive Gaming Council
IGC is a Vancouver, Canada-based industry group of online gambling companies, including the Rational Group. The council has also spent millions of dollars directly lobbying Congress and the Justice Department.

Pappas and D'Amato are the faces of the group, which represents 1.2 million poker players but is funded largely by the Rational Group and Interactive Gaming Council. The group has been a chief advocate for online gambling, spending $10.6 million on lobbying in Washington since 2005, according to the Center for Responsive Politics.
