Percentage of election ad spending by outside groups

Independent groups are responsible for a larger share of political TV ad spending so far in 2015 state elections than they were at this point in the 2014 state races or in 2011, when voters last saw comparable elections. Such groups, unhampered by contribution restrictions, are advertising about races up and down the ballot.
